Who We Are

The Coalition for Responsible Community Development (CRCD) is co-chaired by Adonis Huggins of the  Regent Park Social Development Plan Network  and Cheryll Case of the Eglinton Allen Community Association, and collectively organized along side 40 resident-led and non-profit organizations from across the City of Toronto.

All emails to our inbox Connect@CRCD.To are forwarded to the co-chairs and Dan Seljak who is our campaign support.

The CRCD is ensuring the City of Toronto has the confidence to align with community expertise that is clear on the need for the City to invest in community-led planning as an essential strategy to address systemic inequities and expand economic opportunity. This includes expanding Social & Community Development Plans to all 158 neighbourhoods in Toronto.

CRCD began organizing November 2025, following the City of Toronto's Confronting Anti-Black Racism Advisory Committee recommending to Mayor Olivia Chow that she direct to scale funding into community-led planning in the 2026 budget. Unfortunately, the City has not yet allocated any new funding.

CRCD's campaign is funded by Community in Public.

Why Social & Community Development Plans are the answer:

  •  Cost-effective: Investing upstream reduces pressure on emergency services, policing, and healthcare
  • Proven impact: Community development strengthens coordination and outcomes
  • Equity-focused: Resources are directed to communities with the greatest need

About the Coalition

We are a growing network of residents, community organisations, and advocates working together to:

  •  Advance community-led planning through Social Development Plans (SDPs) and Community Development Plans (CDPs)
  • Support resident-led planning and decision-making
  • Ensure equitable investment in underserved communities
  • Promote long-term, preventative solutions that reduce crisis-driven costs

This approach builds on proven success in communities like Regent Park, where coordinated investments have led to improved safety, stronger partnerships, and increased access to opportunities.

Several community members have already communicated to the City of Toronto Executive Committee that now is the time to invest in community-led planning as an evidence-based model to align with real local priorities and deliver lasting impact. See here for the documents and deputations made in 2025 and 2026 so far.
